<p>The decision to hold a referendum on the voting system has surely killed off, once and for all, any notion that plebiscites are alien to the British constitution. Referendums, once rare events, have become an unexceptional part of our democratic procedures. Before the election of Tony Blair, we had had only four such votes: one each in Wales, Scotland and Northern Ireland, and one across the UK on continued membership of the Common Market. Since 1997, however, there have been a further 39 local and regional ballots – not counting the hundreds of parish-wide polls called in 2007 to demand a national vote on Europe.</p>
<p>The question, these days, is not whether referendums are compatible with representative democracy, but what the next one will be about. If we are allowed a vote on how to elect our MPs, why not a vote on whether those MPs run the country? If we can have a referendum on whether to have a mayor in Hartlepool, what about one on whether the majority of our laws should be handed down from Brussels?</p>
<p>Today sees the launch of a cross-party initiative for precisely such a ballot. The EU Referendum Campaign brings together businesses, trade unions and members of all parties who want a vote on whether Britain should continue to be a member of the EU. <p>Around 1.4million Britons are being urged to stage an unprecedented revolt over plans to claw back up to £3.8billion in under-paid tax.</p>
<p>It follows the botched introduction of a new computer system by the taxman which has left millions of bills in chaos.</p>
<p>The first batch of 45,000 letters demanding cash to be repaid will start to arrive on Tuesday &#8211; with the rest sent out over the next four months.</p>
<p>But accountants said recipients should act swiftly to use a little-known loophole which forces HM Revenue and Customs to abandon &#8216;out of the blue&#8217; demands and effectively write off the money.</p>
<p>They also insisted many of those affected are entitled to argue that they or their employer have done nothing wrong and should not be penalised for someone else&#8217;s blunder.</p>
<p>The advice has been issued after last week&#8217;s admission by HMRC &#8211; highlighted by the Daily Mail on Saturday &#8211; that it has claimed too little, or too much, tax from 5.7million individuals.</p>
<p>As far back as February a Money Mail investigation exposed how the Revenue had known for months that the new tax code system was heading for chaos &#8211; but failed to stop it.</p>
<p>The majority of those affected by the chaos, around 4.3million, will be winners, and can look forward to an average rebate of £419.</p>
<p>But around 1.4million face paying an additional bill &#8211; at an average of an extra £120 a month, or £1,428 in total.</p>
<p>This is a significant sum for all but the richest in society, equal to nearly a whole month&#8217;s take-home pay for the average worker earning £25,000.</p>
<p>To make matters worse, the money must start to be paid back from next April, when tax rises, such as National Insurance, are set to kick in, tax credits are cut, and VAT has just shot up to 20 per cent.</p>
<p>But accountants have revealed that under a technicality, called the &#8216;A19: Extra-Statutory Concession&#8217;, the law states that HMRC may have to write-off the money.</p>
<p>There is no limit to the amount of money which can be written off under this concession.</p>
<p>Under the working of the A19 concession, it states HMRC will back down if the victim &#8216;could reasonably have believed that his or her tax affairs were in order&#8217;.</p>

<p>A glaring inaccuracy on page 165 of the former British prime minister&#8217;s memoirs describes Bloody Sunday as having happened in Belfast, not Derry.</p>
<p>Blair notes in the memoir: &#8220;To assuage Nationalist opinion and under pressure from the Irish, I also ordered an inquiry into the Bloody Sunday shootings in 1972, when British troops had opened fire on protesters in Belfast, killing a number of people.&#8221;</p>

<p>Former British Prime Minister Tony Blair, in his new book, heaps praise on George W. Bush and remains steadfast that taking Britain to war in Iraq was right, a decision that seriously damaged his political reputation at home.</p>
<p>Bush is &#8220;very smart &#8212; a true idealist,&#8221; who had &#8220;immense simplicity in how he saw the world,&#8221; Blair wrote in &#8216;A Journey,&#8217; his newly released memoir. &#8220;Right or wrong it led to decisive leadership.&#8221;</p>
<p>Released last week, the book comes at a time when the United States is ending its combat mission in Iraq. The war was spearheaded by Bush and managed to destroy Blair&#8217;s reputation in Britain, where he is still considered &#8220;Bush&#8217;s poodle&#8221; for following the United States and other allies into the conflict.</p>
<p>While most of British politicians have recanted their support for the military mission, Blair said he &#8220;can&#8217;t regret&#8221; it.</p>
<p>&#8220;I can say that never did I guess the nightmare that unfolded, and that, too, is part of the responsibility. The truth is, we did not anticipate the role of al-Qaida or Iran,&#8221; he writes Whether we should have is another matter; and, if we had anticipated, what we would have done about it is another matter again.&#8221;</p>
<p>The British mission in Iraq, from the start of the invasion in March 2003 until April 30, 2009, claimed the lives 179 British troops. Blair said last month he would donate all the book&#8217;s proceeds and his estimated $7 million advance to a charity for ex-service members and in his book writes about the anguish he feels over those deaths.</p>

<p>A police sergeant who hurled a woman head-first on to a concrete cell floor, leaving her with blood pouring from a head wound, was jailed for six months today. Mark Andrews, a former soldier, was captured on CCTV dragging Pamela Somerville, 57, into a cell at Melksham police station in Wiltshire and throwing her to the floor. Police branded Andrews a &#8220;disgrace&#8221; and said there was no place for officers like him in the force.</p>
<p>However, the Guardian has learned that a second claim of mistreatment by police in Melksham, not involving Andrews, is being investigated by the Independent Police Complaints Commission (IPCC). Gary Gardner, a former lorry driver, says that he was mistreated by police officers in March this year.</p>

<p>Tony Blair&#8217;s autobiography is turning up in some unexpected sections of bookshops. Channel 4 News speaks to one political blogger who thinks the plot might just increase sales.</p>
<p>Tony Blair&#8217;s book should be sitting alongside the memoirs of other political big hitters: Barack Obama, Margaret Thatcher and Bill Clinton but, in some cases, it is also sharing a shelf with Agatha Christie and Ruth Rendell.</p>
<p>A new Facebook group called &#8220;Put one of Tony Blair&#8217;s books in the crime section of your bookshop&#8221; has appeared on the internet and there are photos on Twitter beside the tweet: &#8220;Brighten up your day by moving at least one of Tony Blair&#8217;s books to the crime section in your local bookshop&#8221;.</p>
<p>The memoir is also popping up in other unexpected areas. Channel 4 News has found a photo of it in the Tragic Life Stories section of one well known chain. It is smuggled in with titles including No Safe Place and Vanished.</p>

<p>Secrecy surrounding counter-terrorism operations is fuelling mistrust of authorities, a study by independent think tank Demos suggests.</p>
<p>It urges the government and secret services to be more open to stop extremist groups using conspiracy theories to discredit them.</p>
<p>A Demos spokesman said: &#8220;Less-secret services could make Britain safer.&#8221;</p>
<p>The study calls for greater communication with trusted community leaders and individuals.</p>
<p>The report &#8211; entitled the Power of Unreason &#8211; says groups use conspiracy theories to recruit and radicalise people to commit acts of violence.</p>
<p>An example of one such theory is that the bombings in New York and London, on 11 September 2001 and 7 July 2005 respectively, were &#8220;inside jobs&#8221; carried out by authorities in the US and UK.</p>
<p>Other theories highlighted were that &#8220;freemasons control the world economy through manipulation of paper currency&#8221;, that the UK government is &#8220;consciously seeking to destroy Islam&#8221; and that a &#8220;conspiracy between the Japanese government, the US, and the Jews existed to gain world domination&#8221;.</p>
<p>The study claims such theories are frequently adopted by extremist groups to demonise outsiders, discredit moderates and push them in a more extreme and sometimes violent direction.</p>

<p>The corporate media wasted little time in seizing upon controversial Cuban leader Fidel Castro’s comments about Osama bin Laden being a U.S. spy to deride the claim as a far-fetched conspiracy theory, and yet the fact that Bin Laden was once a CIA protégé and has been used time and again to the benefit of the U.S. government’s geopolitical agenda is a documented fact.</p>
<p>It sounds like Fidel Castro has been reading Prison Planet.com, but the Guardian claims that the notorious revolutionary has “gone too far” in claiming Osama Bin Laden is a U.S. double agent.</p>
<p>The Cuban leader cites Wikileaks for his contention that Osama bin Laden is a CIA asset, but he went further in pointing out the fact that Bin Laden was routinely used by the Bush administration as a convenient boogeyman.</p>
<p>“Bush never lacked for Bin Laden’s support. He was a subordinate,” <a href="http://www.guardian.co.uk/world/2010/aug/27/fidel-castro-osama-bin-laden-us-spy">Castro said</a>, according to the Communist party daily, Granma. “Any time Bush would stir up fear and make a big speech, Bin Laden would appear, threatening people with a story about what he was going to do.”</p>
<p>Indeed, this was a phenomenon that we documented for years, writing numerous different articles pointing out that whenever Bush was in political trouble, Bin Laden or one of his Al-Qaeda commanders would pop up at the most opportune moment to give Bush cover and allow him to grandstand as a trusted leader in the war on terror.</p>
<p>The most infamous example of this occurred just days before the 2004 presidential election, when Bin Laden appeared in a dubious video tape and attacked Bush, implicitly siding with his opponent John Kerry. Bin Laden’s chastisement of Bush resulted in a 6 point swing, enabling Bush to seal a second term in office. Both Bush and Kerry attributed the result to the intervention of the Bin Laden tape. <a href="http://www.prisonplanet.com/articles/october2004/291004binladenappears.htm">Veteran newscaster Walter Cronkite</a>even went as far as to charge that the whole thing smacked of a set-up orchestrated by Karl Rove.</p>
<p>“I thought it was going to help,” <a href="http://www.prisonplanet.com/articles/february2006/280206binladenshelp.htm">Bush told Bill Sammon</a>, Senior White House Correspondent for the Washington Examiner. “I thought it would help remind people that if bin Laden doesn’t want Bush to be the president, something must be right with Bush.”</p>
<p>But it wasn’t just before the election that Bush enlisted the help of Bin Laden to boost his political capital. <a href="http://www.prisonplanet.com/articles/january2007/230107prforbush.htm">Before every single state of the union speech</a>, either Bin Laden or his right-hand man Al-Zawahiri would pop up and publicly slam Bush, after which Bush would then cite their comments in his speech as a reason for why Americans need to continue to support their commander in chief.</p>
<p>Furthermore, the organization that released the Bin Laden and Al-Zawahiri tapes, IntelCenter, is nothing more than a Pentagon-run front group for the Central Intelligence Agency, as we <a href="http://www.infowars.com/cia-linked-intel-center-releases-highly-suspicious-bin-laden-tape/">exhaustively documented</a> in a series of reports spanning many years.</p>
<p><a href="http://www.prisonplanet.com/articles/august2007/020807tapesdoctored.htm">IntelCenter was caught adding its logo</a> to a tape at the same time as Al-Qaeda’s so-called media arm As-Sahab added its logo, proving the two organizations were one and the same.</p>
<p>Pointing out that Bin Laden was used as a political tool by the Bush administration, as Castro commented, is to state the blindingly obvious – the only thing that could be judged as “far-fetched,” as the media characterizes it, would be to deny this patent fact.</p>
<p>Castro’s contention that Bin Laden is a U.S. spy or a CIA stooge is also backed up by a mountain of evidence.</p>
<p>Of course, it’s an undisputed fact that the <a href="http://globalresearch.ca/articles/CHO109C.html">Central Intelligence Agency trained and funded Bin Laden and the rest of the Mujahideen </a>to fight the Soviets in Afghanistan from 1979 onwards.</p>
<p><a href="http://911review.org/brad.com/archives/Bin-Ladin_Tim-Osman.html">Distinguished former FBI agent Ted Gunderson revealed that Bin Laden</a> had visited Sherman Oaks, California in 1986 under his CIA code name Tim Osman as part of Bin Laden’s role in helping the U.S. government fight a proxy war with the Soviets.</p>
<p><a href="http://www.guardian.co.uk/world/2001/nov/01/afghanistan.terrorism">According to several reports</a>, first arising out of a leak from the French secret service, Bin Laden met with two CIA agents at the American Hospital in Dubai in July 2001, just two months before the September 11 attacks. Despite the fact that Bin Laden was already on the FBI’s most wanted list for his alleged role in the Tanzania and Kenya embassy bombings, the CIA agents didn’t apprehend him and indeed later boasted to their colleagues about the privilege of being able to speak with the terror leader.</p>
<p><a href="http://www.globalresearch.ca/index.php?context=va&amp;aid=14595">Indeed, just last year former FBI translator Sibel Edmonds revealed</a> that the U.S. maintained ‘intimate relations’ with Bin Laden, and the Taliban, “all the way until that day of September 11.”</p>
<p>The <a href="http://www.fromthewilderness.com/free/ww3/09_18_01_bushbin.html">Bin Ladens and the Bush family enjoyed a decades-long close business relationship</a> via the Carlyle Group and other oil, banking and construction ventures. Salem bin Laden invested $50,000 dollars in George W. Bush’s first business, Arbusto Energy, through his investment broker James Bath. The business connection of the two families was so tight that on the very morning of 9/11, <a href="http://observer.guardian.co.uk/magazine/story/0,11913,738196,00.html">George H.W. Bush was meeting with Osama bin Laden’s brother, Shafig bin Laden</a>, in the Ritz-Carlton Hotel in Washington DC during a Carlyle Group function.</p>
<p>When all air traffic was grounded in the immediate aftermath of 9/11, <a href="http://news.sky.com/skynews/Home/Sky-News-Archive/Article/200806412758358">the whole family of Osama Bin Laden, the supposed prime suspect behind the attacks, was flown out of the United States</a> under special U.S. government protection in total secrecy.</p>
<p>Given this documented history, Castro is merely invoking common sense when he dismisses Bin Laden as a U.S. asset. No matter how the corporate media try to spin the claim as the rantings of an ageing Communist leader, every possible indication clearly points to the fact that Bin Laden has been working for the Agency from the very beginning.</p>
